Philip Dowd (Stoke-on-Trent)
Philip Dowd began his refereeing career in the Staffordshire Senior League and Midland Football Alliance before making the step up to the Football League roster back in 1992.
He cut his teeth as a referee's assistant for five years before making the step up in 1997. From there Dowd was introduced to the Barclaycard Premiership roster in 2001.
Ref Dowd started his career in the Premiership with the notorious grand melee at Craven Cottage during the visit of Everton in December 2001. Various unsavoury events took place during the melee but the only Fulham player disciplined, a straight red, was Luis Boa Morte who had had no part in the general scuffle. After the game the F.A. decided that the red card was wrong and withdrew it.

Of the ten Fulham Premiership games, refed by Mr Dowd, The Cottagers have won 4, drawn
3 and lost 5 so despite his poor reputation amongst Fulham fans Ref Dowd is at least one of our luckier refs.
Of
the 42 yellow cards waved in his twelve Fulham Premiership games 57% went to Cottagers.

Ref Dowd blew his whistle noticeable less than his mates last season was the second worse ref for interrupting a game. His average, last season, of 3.1 yellows per game compares to seven year average of 3.5 cautions per game the previous season.
Ref Dowd, who for the last few seasons has been of the quickest to get his red card out and award pens continued last season. He was top of the leaderboard for red
cards and pens once again.

As usual ref Dowd had problems knowing what was going on. Onyewu of Newcastle was particularly fortunate not to be sent off but hay ho it was only Fulham so why try to make the correct decision that could have an impact on the result and Fulham's future in the Premiership. |

Two minutes of pure chaos following a bad tackle by Boa Morte that included two sendings off and much huffing and puffing precipitated two dismissals. Blackburn's Short reacted angrily to the tackle and shoved Boa Morte to the ground to earn himself an early exit and a minute later Savage sought retribution with a strong challenge on Boa Morte leading to the dismissal of Rosenior who came steaming in and pushed the Welshman to the ground.

It seemed that after Dowd's hugely mistaken red for Luis in the Everton melee that he was hanging the Fulham man out to dry as he ignored Boa Morte being flattened time after time. Dowd decided to help Fulham a bit more by giving Sean Davis a straight red for what he regarded as a reckless tackle.

This was the game of the great Melee. Boa Morte caught Weir as he cleared the ball on the edge of his penalty area - and the Everton captain showed a total lack of responsibility as he dragged his foot into Boa Morte's face as he got to his feet. The Fulham players were already unhappy after being kicked around the pitch by Moye's Muggers, suffering racist chants and seeing a bottle thrown at Malbranque. When they saw what Weir had done it seemed that there had been an implosion which dragged 21 players into a crowd pushing and shoving each other while one or two unnamed Cottagers took the opportunity to put the boot into the floored Weir. When the dust had settled Ref Dowd decided to send off Boa Morte, the only player who had not taken part in the melee as he had been sitting quietly where he had originally fallen, and taking no action against the Fulham players who had apparently stamped on Weir. The red card was later rescinded on appeal. Ref Phil Dow had been officiating at his first Premiership match.
