The 34-year-old has been unable to hold down a first team place in Jean Tigana's side so far this season and does not want to end his career warming the bench.
Collins turned down a move to Division One side Nottingham Forest last month but is ready to consider this latest offer.
The former Celtic and Monaco man's agent Raymond Sparkes says that the offer from another British club is being considered by Fulham before they give permission to speak to their player.
"Another club in the UK, apart from Forest, has expressed an interest in John," said Sparkes.
"John is predisposed to the idea and the other club would like to have him.
"They want to talk to Fulham about John, but Fulham have asked for a bit of time to think about the situation.
"The other club are keen to do something about it, but whether it can be pushed to the next stage is another matter.
"There are only 11 days of the transfer window to go so something has to give. But we could wait until the last day if necessary."
